3. PRESENTATIONS/DELEGATIONS: 
 3.1 Public Meeting – 4:30 p.m. – William John Smith – Lot 35, Concession 10, West Ward  – Zoning By-law Amendment as a condition of surplus residence severance.

4. REPORT OF PREVIOUS MEETING: (copy of June 22, 2010 PAC Report is attached): Questions/comments from previous meeting?

5. REVIEW OF ACTIVE PLANNING FILES:   Planner Reid will Report.
 
 5.1 George Land – Part Lot 37, Concession 1, West Ward – Severance Application – The
  applicant proposes to sever the existing residence from the trailer park portion of the     property.   Since the June 22 PAC meeting, a meeting was held with the neighbouring    property owners (notes from meeting attached).  As a result of the meeting, the applicant    will be  submitting a revised severance sketch.  Once the revised severance sketch has been    reviewed by ABCA, Health Unit, Kyle McIntosh and the neighbouring property owners, the   application will be brought back to PAC.

  RECOMMENDATION:
  Moved by _____, seconded by ______, to defer  comment/recommendation until the revised severance sketch has been reviewed.
 
 5.2 Bezaire – Lots 737, 745, 753, 754, Plan 331, East Ward-Clinton – Severance     Application – This application proposes severing a portion of Lot 753 (Parcel B on attached   Map) to inevitably merge with the retained portion municipally known as 207 Cowper St,    and further that retained parcel A merge with property municipally known as 215 Cowper    St., and retained parcel C merge with property municipally known as 201 Cowper St.
  A copy of location map and severance sketch are attached together with Municipal     Checklist and Planner Reid’s report.  Also attached is copy of letter from Frank Cameron on   behalf of the applicants requesting that the holding zone on this property be removed once    conditional consent has been granted.

  RECOMMENDATION:
  Moved by _____, seconded by ______, to approve the attached checklist comments
  and recommend the following conditions for submission to the County of Huron.
  1. Repeal Deeming By-law 26-1969 regarding Lots 761, 762 and 753 and said by-    law be registered on title.
  2. A 1 sq.ft. portion of 215 Cowper St. to be conveyed to the municipality
  3. A 1 sq.ft. portion of 201 Cowper St. to be conveyed to the municipality
  4. Survey of all of the severed and retained parcels including the 1 sq.ft. transfers to     the municipality.

 5.3 Robert W. Vodden & JoAnne E. Palmer – Part Lot 27, Concession 3, East Ward-   Hullett – Severance Application – This application proposes creating a new residential    lot.  Location map and severance sketch, correspondence from the Huron County Health
  Unit and Huron County Highways are attached together with Municipal Checklist and    Planner Reid’s report.
 
  RECOMMENDATION:
  Moved by _____, seconded by ______, to recommend denial of severance application submitted by Robert W. Vodden & JoAnne E. Palmer, and approve the attached checklist comments for submission to the County of Huron.  

6. REVIEW OF ADMINISTRATIVE ITEMS:

 6.1 F.Y.I.  Copy of Notice of Public Meeting for a proposed Official Plan Amendment and
  Zoning By-law Amendment received from The Township of Ashfield, Colborne
  Wawanosh is attached  (Lot 16 & 17, Maitland Concession, former Colborne     Township).   This application proposes changing the designation of the property from    Agriculture and Natural Environment to Extractive Resources, and the zoning on     part of the property from General Agriculture-Holding, Natural Environment (NE1)     and Natural Environment (NE5) to Extractive Resources – Special.
  The staff Planning and Advisory committee are not recommending any conditions for this    application.

 6.2 Review Consolidated Central Huron Zoning By-law – Copy of Planner Reid’s report is    attached together with a complete copy of the final draft of the consolidated zoning by-law    for review.

 2. Bluewater Golf Course Expansion-Part Lot 40, Conc. 3 – former Goderich Twp.
 3. Don Crich – Trailer Park Expansion-Part Lot 4, Plan 546 – former Goderich Twp. –OMB Hearing was held August 17 – 28, 2009.   The negotiated settlement has been approved by Central Huron Council.  On November 10, 2009, the County of Huron Committee of the Whole recommended approval of the same.  County Council approved negotiated settlement on November 25, 2009.  Meeting held December 14, 2009 with commenting agencies and staff.  Meeting held with developer, agencies and municipal staff on May 19, 2010.
 4. Harbour Lights Expansion – Part Lot 2, Bayfield Conc. – former Goderich Twp.
 5. Triple D.J. Enterprises Ltd (Windmill) – Recreational Development – Lots 12, 13 & Pt. 14, Bayfield Concession – former Goderich Twp.
 6. Woodland Links Ltd Golf Course Expansion – North Part Lot 19, Huron Road Conc. – former Goderich Twp.
 7. Bill Steenstra – Part Lot 27, Conc. 11 & Lots 1-41, Blocs 42, 45, 46 & 47, Plan 505 – former Goderich Twp. – Severance Applications – extended to February 2012.
 8. Canadian Tire Corporation – Part Lot 3 & 4, Maitland Conc. – former Goderich Twp. – Application for Site Plan Review – Store Expansion
 9. Mark Sully – Part Lot 4, Concession 1 – West Ward - Severance approved – appealed by the Town of Goderich – OMB Hearing was held September 1 and 2, 2009.  Decision received October 2, 2009 allowing the appeal lodged by the Town of Goderich.
 10. Silver Birch Motel – Zoning By-law Amendment – Application deferred March 10, 2008 – Applicant will advise.
 11. Austens – 123 East St., Clinton – Plan of Condominium Application – Recommendation for approval with draft conditions was granted on March 11, 2009 at County Committee of the Whole meeting.  County Council approved the draft Plan of Condominium on April 1, 2009.  Waiting on satisfaction of conditions.
 12. McIlwain Subdivision Application – Part Lot 11, Concession 1, former Goderich Township – Public meeting held October 27, 2009 – Applicant working on road agreement.
 13. William John Smith – Lot 35, Concession 10, former Goderich Township – Surplus Severance application – April 27, 2010 recommendation to County to approve – Scott Tousaw approved consent – Waiting on satisfaction of conditions
 14. Clinton & District Christian Retirement Community – Part Lot 24, Concession 1, former Town of Clinton – Severance – April 27, 2010 recommendation to County to approve – Scott Tousaw approved consent – Waiting on satisfaction of conditions.
 15. George Land – Part Lot 36, Concession 1 – Severance Application received – Review at June 22, 2010 PAC meeting-recommendation deferred – revisit at July 27, 2010 PAC meeting.
