c) Ausable Bayfield Conservation Authority* Invitation to attend the annual Conservationist of the Year Award evening, Thursday March 18, 2010 at Ironwood Golf Club. Must rsvp by March 10.
d) Huron Tourism Association* 21st Annual Tourism Event and Brochure swap, Wednesday April 21, 2010 to be held at REACH. Registration $50.00 1st person, $30.00 for 2nd person (includes morning tour, table space and luncheon) additional table space $25.00.

5.2 FOR COUNCIL’S CONSIDERATION:
a) Township of North Huron* Requesting that instead of charging non-residents a premium, the North Huron Council would like neighbouring municipalities who use the cemetery to give consideration to providing additional financial support on an annual basis that would be used to help offset the costs of owning and operating a cemetery MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron provide a financial contribution of $________to the Township of North Huron to go towards offsetting cemetery operational costs instead of charging those Central Huron residents a premium to use their cemeteries.
b) The Township of Madawaska Valley* Requesting support of their resolution addressing concerns with respite care and home care. MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron supports Resolution 22-0118-10 passed by the Corporation of the Township of Madawaska Valley strongly urging immediate action from the Minister of Health and Long Term Care and the Premier of Ontario in addressing financial concerns with respite care and home care.
c) The Corporation of the Township of Burpee and Mills* Requesting support for their resolution regarding Manitoulin Lands Agreement 1990. MOTION: Moved by, seconded by that WHEREAS the Manitoulin Land Agreement 1990 is being re-negotiated with a deadline of March 31, 2010; AND WHEREAS this agreement has the potential to seriously affect a municipality’s ability to raise revenues by taxation and control development through Official Plans and Zoning because of exemption from taxation and municipal bylaws; AND WHEREAS Permanent removal of these lands from the tax base could cause municipalities to become insolvent; AND WHEREAS this agreement has the potential to create serious conflicts between native and not natives. THEREFORE BE IT RESOLVED that The Municipality of Central Huron supports the Municipality of Burpee and Mills in requesting the Provincial and Federal Governments to include the following in the Renegotiated Land Agreement of 1990: • Appropriate municipal representation be present at on-going negotiations • Municipalities will be provided with a copy of this land agreement prior to its finalization • Integrity of the municipal boundaries will be protected • The tax base of the municipalities will be protected • The Official Plan, zoning, and all other municipal bylaws will apply to all lands not set aside by the Federal Government as reserve lands. • The date of the original Order in Council signed in 1990 will remain in effect.
d) The Town of Gravenhurst* Requesting support of their resolution petitioning the Premier of Ontario to amend the Ombudsman Act to include hospitals under the jurisdiction of the Ombudsman. MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron supports the resolution from the Town of Gravenhurst petitioning the Premier of Ontario to amend the Ombudsman Act to include hospitals under the jurisdiction of the Ombudsman.
e) Town of Richmond Hill* Requesting support of their resolution regarding declaring the David Dunlap Observatory Site as a National Historic Site MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron supports the attached Resolution from the Town of Richmond Hill requesting that the David Dunlap Observatory Site – 123 Hillsview Drive, Richmond Hill Ontario be declared a National Historic Site and also as a declared a cultural heritage property of Provincial significance.
f) Prince Edward County* Regarding the growing Coyote/wolf predation problem MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron supports the resolution from Prince Edward County requesting the Minister of Natural Resources consider an Ontario-wide Coyote/Wolf Control Program to assist communities experiencing the effects of increases in coyote/wolf populations and predation and that the Province of Ontario be requested to provide funding for research and support of the Coyote/Wolf Control Program.
g) Township of West Lincoln* Re: illegally dumped and/or spilled material MOTION: Moved by, seconded by that the Council of the Municipality of Central Huron supports the resolution from the Township of West Lincoln requesting the Province immediately amend legislation and require that the Ministry of the Environment be responsible for the costs relating to clean-up of illegally dumped and/or spilled material on public and private land.
h) Correspondence not dealt with by resolution: MOTION: Moved by, seconded by that all correspondence not specifically dealt with by resolution be noted and filed.
6. UNFINISHED BUSINESS:
6.1 COMMITTEE OF THE WHOLE REPORT (February 16, 2010)* MOTION: Moved by, seconded by that the Committee of the Whole Report dated February 18, 2010 with recommendations therein be approved as printed.
6.2 Blyth Hullett Landfill Site Copy of Roads Managers report as presented and discussed in Camera at COW February 16, 2010. Draft letter to residents, letter prepared by engineer for the MOE.* MOTION: Moved by, seconded by that Effective May 1, 2010 the Blyth Hullett Landfill Site operation be put into temporary suspension and closed to receipt of waste. The said suspension of operations is being implemented to allow time to undertake the necessary studies, take action and plan for future use.

7.1 Bylaw 10-2010* To appoint Terri Brandon Director of Finance

7.2 Bylaw 11-2010 –Gas Tax amending agreement (Formal report attached) MOTION: Moved by, seconded by that Bylaw 11-2010 being a bylaw to authorize the execution of an amending Municipal Funding Agreement for the Transfer of Federal Gas Tax be now read for the first and second time this 8th day of March, 2010.

7.4 Bylaw 13-2010* Deeming of lots as requested by owner John Hunt MOTION: Moved by, seconded by that Bylaw 13-2010 being a bylaw to deem part of Registered Plan 279, former Township of Hullett not to be a Registered Plan of Subdivision for the purposes of Section 50(3) of the Planning Act be now read for the first and second time this 8th day of March, 2010.

8.1 Former Blyth Fire Department * provision of fire service to Central Huron residents in the Blyth Fire Area (see formal report/recommendations for fire protection agreement for consideration from Fire Chief Steve Cooke) MOTION: Moved by, seconded by that the Municipality of Central Huron accepts the Asset Valuation Listing prepared by American Appraisal of the former Blyth Fire Department.
