NOTICE OF PUBLIC MEETING CONCERNING PROPOSED NEW COMPREHENSIVE ZONING BY-LAW and HOUSEKEEPING OFFICIAL PLAN AMENDMENT AFFECTING THE MUNICIPALITY OF CENTRAL HURON TAKE NOTICE that Council of the Municipality of Central Huron will hold a public meeting on Monday March 8, 2010 at 5:00 pm. in the Council Chambers of the Municipality of Central Huron municipal office (23 Albert St. Clinton) to consider an Official Plan Amendment under section 17 of the Planning Act, R.S.O. 1990, as amended, and a proposed new Comprehensive Zoning By-law under section 34 of the Planning Act, R.S.O. 1990, as amended. The proposed new Comprehensive Zoning By-Law repeals and replaces the Comprehensive Zoning By-Laws for: Township of Goderich (6-1984), Town of Clinton (7-1985), Township of Hullett (16-1987). The Official Plan Amendment is a housekeeping amendment related to the new Comprehensive Zoning By-law. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support or in opposition to the proposed official plan amendment and zoning by-law. IF a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Central Huron before the proposed official plan amendment is adopted and/or the zoning by-law is passed, the person or public body is not entitled to appeal the decision of the Municipality of Central Huron to the Ontario Municipal Board. IF a person or public body does not make an oral submission at a public meeting or make written submissions to the Municipality of Central Huron before the proposed official plan amendment is adopted and/or the zoning by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body. IF you wish to be notified of the adoption of the proposed official plan amendment, or of the refusal of a request to amend the official plan, you must make a written request to the Municipality of Central Huron at the address below. Recognize a provincially significant wetland in the south part of Holmesville (Part Lot 12, Huron Road Concession) with a Natural Environment Full Protection designation 2. Recognize the lakeshore and gullies on Part Lot 3, Part Lot 4 and Part Lot 5, Concession 1, West Ward, Municipality of Central Huron with a Natural Environment-Limited Protection designation 3. Change the designation on Part Lot 3, Part Lot 4, and Part Lot 5, Maitland Concession, West Ward, Municipality of Central Huron from Natural Environment- Full Protection to Natural Environment- Limited Protection 4. Correct the location of the Rural Residential designation on Part Lot 13, Maitland Concession 5. Revise the Natural Environment-Limited Protection designation for the area North of Bayfield to recognize gullies on Part Lot 37, 38, 40, 41 Concession 1, Lot 79 Bayfield Concession, West Ward Municipality of Central Huron 6. Revise the Roads policies in section 4.3.3.2. Roads of the Central Huron Official Plan to correctly reflect the roads hierarchy in Central Huron The proposed new Comprehensive Zoning By-Law for the Municipality of Central Huron consists of text and maps that apply to all the lands in the Municipality. It would repeal and replace the current Zoning By-Laws for the 2 wards in the Municipality of Central Huron. The Comprehensive Zoning By-Law implements the Official Plan which was adopted on November 23, 2003 by the Municipality of Central Huron. The Comprehensive Zoning By-Law consists of Definitions, General Provisions and Zone sections that list the Permitted Uses, Accessory Uses, Permitted Structures and Zone Regulations for that zone. Some new zones have been created such as: (AG2) Restricted Agriculture for the retained farmlands of Surplus Farm Dwelling severances; (LR1) Lakeshore Residential which recognizes year round residential uses on the lakeshore. Four Natural Environment zones are proposed: NE1 (Natural Environment Full Protection) for provincially significant wetlands; NE2 (Natural Environment Limited Development) for significant natural environment features; NE3 (Natural Environment Small Holdings) for developed properties in rural areas; NE4 (Natural Environment Recreational Residential) for developed properties on the lakeshore in areas designated Natural Environment. Adjacent lands and Conservation Authority Regulated Lands are being identified around existing Natural Environment areas. These lands will be subject to review of development proposals by the Conservation Authority. All properties are subject to the new zones requirements. |
